On 3 November Mike Hyden and I recorded the first of what I hope will be regular streaming video sessions during which we discussed legal issues around homelessness. This was a test run to see if we could produce something rather than just talking about doing so.

This is the case Mike refers to concerning drug addiction and vulnerability
ICD10 - The International Statistical Classification of Diseases and Related Health Problems 10th Revision
Mike refers to this in the context of obtaining evidence regarding drug addiction as a medical condition or an indicator of medical conditions rather than being simply a lifestyle choice.
The Localism Act 2011
This is the Act which I refer to as having allowed local authorities to discharge their duties to homeless persons by making them offers of private sector accommodation rather than just providing social housing.
R v Hillingdon LBC, ex parte Puhlhofer  AC 484
This is the old case I referred to where the court held that accommodation did not have to be suitable but just had to be something which could be described as accommodation.
Homelessness Reduction Act 2017
This is the Act which I refer to as having introduced a duty to carry out a detailed assessment of an applicant's housing needs.
Blackwood v Redbridge LBC 2022
This the recent case which I could not remember the name of in which it was held that hotel accommodation was not suitable for a recovering drug addict.
The Equality Act 2010 (Disability) Regulations 2010
These are the regulations which Mike referred to which provide that drug addition can be a disability where the drugs were prescribed.
The Care Act 2014
This is the Act which Mike refers to as setting out duties on local authorities to provide support services

The Children Act 1989
This the act which I refer to and which places a duty on local authorities to provide support for children found to be in need.
